Encoder interface and timing
The encoder encodes 1 bit per clock.
Encoder rate can be changed for each packet. The rate signal must
be constant at packet encoding time.

Encoder packet processing
The encoder works at packet mode with unlimited packet length.
The encoder must end a packet with 8 zeros to set the shift register
to zero at the end of packet transmission.
